Policy for providing financial assistance/grants
to Non-Governmental
organizations (NGOs.)
It is published for the information of all concerned that with a view a to streamline the system of supervision of NGOs involved in Social Welfare Projects and to ensure increased transparency and sharing of all relevant information with general public, a uniform policy in this regard has been formulated which will be effective from the financial year 2007-08. The salient features of this policy are as under:-
a) Every NGO receiving grant for Social Welfare Projects must create its own website by 30.6.2007 positively. This website shall include mandatory disclosure of all relevant information regarding physical facilities, financial resources, composition of management including parentage and address, qualifications and past experience, if any, of the members, details of activities, comprehensive information including the criteria for selection of beneficiaries, details of expenditure, sources of funds, if any, received in the past, donations collected from the public, grants/ assistance received from any other source, both India and foreign, the details regarding utilization of funds and the receipt and payment accounts and the balance sheet duly audited by a Chartered Accountant.
b) NGO failing to maintain website with mandatory disclosure of relevant information as mentioned at (a) above shall not be eligible for any grant/financial assistance with effect from the financial year 2007-08.
c) A list of NGOs. alongwith details of sanctioned projects and grant/financial assistance rendered by the State would be sent to MLAs, MPs concerned and representatives of the Local Bodies/Panchayati Raj institutions concerned and also to Sakshar Mahila Samooh in case of village projects.
d) The beneficiaries/inmates in the sanctioned projects should be of Haryana domicile unless others are to be accommodated under the orders of any competent court/or under the Govt. policy.
e) This policy would also be applicable to the cases of NGOs whose projects are recommended by the State Government to the Government of India for financial assistance/grant.
f) This policy would also be followed by the Welfare of Scheduled Castes and Backward Classes Department.
